The main color of Katy’s outfit is red. Red is the symbol of fire and blood, and it can be related to energy, war, danger, strength, power, determination as well as passion, desire, and love. Red shows love and passion, and that’s exactly what the planet Earth is lacking of. People are being way too cold towards one another, a planet with love and care is what people desperately need nowadays. 

There are a total of 6 pairs of eyes in this outfit. One on each of her ears, one on the her red crop top which the eye is right on her breasts, one on the belt as a buckle and each on her knee-length boots, right on her insteps. The eyes symbolise her album title, Witness. Witness feels almost like an accusation. It means, "I saw you, I'm watching" and it is employed most often in a legal context — as in, a witness to a crime.

A black skirt is also included in the outfit so that it matches quite well with the red crop top. Some glitter is also added to the outfit so that as a whole it is more appealing with a bright hint of colour. Katy is a bright star, she should shine in the crowd.
The outfit is mainly in red and black, which represents different meanings. Moreover, “witness” were placed on 6 different places on the outfit thus the term “witness” could be fully emphasised.
